What happens if I accept an unconditional offer at a UK university then change my mind?

I am about to accept an unconditional offer of a place at a UK university deferred to Sept 2011. I was wondering if anyone could help with information regarding the tuition fees, if I withdraw from the programme before the course starts. Do I have to pay any fees, or incur any penalty charges?
